Published on 17 September, the House of Lords Liaison Committee’s follow-up report revisits their 2020 inquiry into the social and economic effects of the gambling industry, with a focus on advertising, marketing and sponsorship. 

The committee concluded that current evidence justified taking “meaningful steps” against the sector, including a comprehensive advertising ban, to reduce exposure especially among children and vulnerable groups, and to curb problem gambling.

The report underscored gambling harm as a significant public health concern. It cited the Gambling Commission’s Gambling Survey for Great Britain (GSGB), which has indicated that between one and 1.5 million adults in Great Britain now score high enough on the Problem Gambling Severity Index (PGSI) rangeto indicate problem gambling.

Almost six in 10 (57%) of the sports betting demographic said they bet weekly, with 17% betting on a daily basis. Nearly one in five (19%) said they have outstanding sports betting debts.

Frequent bettors are significantly more likely to report that their betting habits are impacting other corners of their financial lives. Of those who bet daily on sports, 40% say they have debts that they attribute to wagers they made,” the report said.

“Nearly half of all respondents (45%) say they’ve borrowed money to place sports bets, with 13% taking out a personal loan to bankroll their betting and 11% securing funds through a high-interest payday loan,” the report continued.

Kevin O’Neal, a DOCV board member, argued the scale of the investigation calls the GGL’s broader black market estimates into question. He cited the regulator’s 2025 activity report, which put the 2024 share at 23% (€547 million in gross gaming revenue), against Nielsen data suggesting a share of around 56%.

The trade body has long been critical over the discrepancy between channelisation estimates made by the regulator, and other independent reviewers.

The DOCV reinforced its calls for a unified federal licensing regime for online casino games and stronger enforcement mechanisms against illegal operators.
